The Beach Road Stabilization Subcommittee voted to support staff's recommendation that city council approve a contract with Gordon & Ball for the sheet‑pile installation portion of the project, subject to additional value‑engineering and identification of funding sources.
"This meeting is to present the selection process ... and request the recommendation, that the city council approve the contract for the project and award the contract to a contractor," Tony Boyd, public works director, told the committee as staff reviewed the procurement record. Boyd summarized that the award would address the structural sheet‑pile work while other private‑property removal tasks would be placed in a separate contract.
Committee members acknowledged the contract line is about $315,000 above the staff estimate on the particular line item. Robert Zettin, city manager, said the city can likely find the money within existing and forecasted CIP funds but asked staff to show explicit sources and a plan for value‑engineering. "We can find a way to pay for this $3.15," Zettin said.
The subcommittee clarified it is not the final decision‑maker and will forward its support together with staff's mitigation plan to the council. The committee recorded its affirmative vote to forward the recommendation and requested staff present the fiscal‑impact detail and proposed CIP offsets when the item goes before council in April.
Next steps include the staff report to city council (scheduled for the April meeting) and a subcommittee follow‑up meeting after council action to review procurement outcomes and early contract coordination.
