Public Works Committee reports on wastewater NPDES draft and a $1.2M Safe Routes to School grant application

McGrath said consultants attended the committee’s recent meeting on wastewater treatment and staff will provide an update at an Oct. 8 workshop. She told the council the city received a draft National Pollutant Discharge Elimination System (NPDES) permit that could change allowable nitrogen output and that the city has asked for an additional 30 days beyond the 45-day public comment period so consultants can prepare a technical memo in response.
Separately, McGrath said the committee is applying for a $1,200,000 multimodal Safe Routes to School grant covering roughly 22nd Street between M Avenue and J Avenue plus sidewalk improvements on J, M and L Avenues; she said the grant is a 0% match if awarded and Safe Routes staff will visit the site as part of the application process.
McGrath also summarized traffic-safety committee items: monitoring a possible four-way stop at 4th & Queue, repainting lines to improve lane definition, and considering a speed reduction to 25 mph near the 24th Street crosswalk after reports of drivers accelerating through the crosswalk zone. The traffic-safety group is also exploring options to address speeding on Kingsway and possible striping or center-line paint to calm speeds.
What happens next: staff will pursue the grant application, host the Safe Routes site visit, and prepare the technical memo and possible request for extended comment time for the NPDES draft.
