Commission discusses one-year airport custodial contract after labor compromise; City to monitor performance

City Manager Shelley Dickstein told the Commission that Item No. 2 is a one-year service agreement with Environmental Service Systems for custodial services at Dayton International Airport and that City leadership and DPSU Local 101 developed a framework addressing workforce priorities, including maintaining current staffing levels, continuing a temporary-to-full-time hiring process, establishing a joint retention task force, and creating a transparent plan for increasing custodial staffing as airport employment grows.
Public commenters and some commissioners expressed concern about outsourcing to an out-of-state vendor and requested assurances about local hiring and contract oversight. Mayor Turner-Sloss pressed Airport Deputy Director Dan Zenk on local hiring, equipment responsibilities, contract terms and performance monitoring; Mr. Zenk said the contractor would recruit locally, provide and maintain its own equipment, perform overnight deep cleaning services, and participate in quarterly labor-management meetings. The City Manager’s Reports, which included the item, were approved unanimously.
