The Purcellville Planning Commission advanced an amendment to create a commercial neighborhood‑scale subarea at the east end of the Hurst West focus area, concluding the change corrects an omission and could influence future development character near the planned Route 7690 interchange.
Vice Chair described the amendment as correcting an error of omission where the comprehensive‑plan map did not match the zoning ordinance for certain built parcels. The subcommittee recommended advancing the amendment because changing future land‑use designation from IB (industrial/business) to CNS (commercial neighborhood scale) for multiple parcels could alter the corridor’s character.
Commissioners noted the parcels are largely built out and that zoning often already reflects the functional use; the action is intended to align the comp‑plan map with ground truth and to prompt a more detailed review before any rezoning or development changes. Vice Chair said the proposal triggers gate‑2 criteria because it could affect the character and direction of future development.
