South Bend council asks City Attorney to draft resolution on ICE activity after public comment

Council members discussed drafting a resolution addressing U.S. Immigration and Customs Enforcement (ICE) activity in the City of South Bend at their Feb. 9, 2026 meeting. At Mayor Bethany Barnard’s request, Councilor Manlow read the City Attorney’s letter aloud; the council concluded by asking the City Attorney to draft a proclamation or resolution for the council’s subsequent review.
Several members of the public urged the council to adopt a formal stance on ICE activity. Katie Oneil, Diantha Weilepp and Lunden Espinosa Kennedy are recorded as speaking in favor of adopting a resolution; Miles Davis and others provided additional comments during the public-comment period. Councilor Kuiken told the public they appreciate participation and noted there are “clearly two sides” to the discussion, and Councilor Ariss said she appreciated Councilor Manlow’s discussions with Tate Adams, Director of PCIS. The council did not vote on a resolution at the meeting and routed drafting to the City Attorney for the council to consider at a future meeting (next scheduled meeting: Feb. 23, 2026).
