South Bend council approves mayoral proclamation supporting local immigrants; one abstention

The City of South Bend Council voted to approve a mayoral proclamation in support of local immigrants at its Feb. 23 meeting. Councilor Kuiken moved the proclamation; the motion carried with four votes in favor and one abstention (Ayes-4, Noes-0, Abstain-1).
Several members of the public and letters submitted to the City urged the council to adopt a formal resolution rather than a proclamation. Diantha Weilepp and Lunden Espinosa Kennedy both spoke in favor of stronger action protecting immigrants; opposition was voiced by Mike Karchesi. The City received written correspondence on the subject from Kathie Marquardt, Sandra and Curt Harris, Christine Balcom and Lisa Barile.
Councilors who spoke following the vote framed the proclamation as consistent with recent community outreach and legal advice provided by the City Attorney. Councilor Olsen said the proclamation aligns with a recent written statement by Police Chief Stigall; Councilor Kuiken reiterated support for the proclamation based on that legal guidance. Members did not take a separate vote on a resolution during the meeting.
The council did not identify the abstaining member in the minutes; the record lists one abstention without naming the voter. The council will consider its next regular meeting on March 9, 2026.
