Commission approves Mountain Ridge Phase 28 final plan for 53 residential units; park remains contractual obligation

The Riverton City Planning Commission voted unanimously on Aug. 28, 2025 to approve the final plan for Mountain Ridge Phase 28 (PLZ25-8011), a proposal for approximately 53 residential units on about 5.96 acres near 13620 South 4395 West. Commissioner Clough moved to approve the final plan with stated conditions and Commissioner Matheson seconded; the motion passed.

City staff described the phase as containing 44 multi-family units and 9 single-family lots and explained phasing, temporary turnarounds and infrastructure work required to serve both the development and the future park. Staff noted the park is designated in the master development agreement (MDA) and is a contractual obligation of the master developer (SLR) and the project developer, Edge Homes.

Brandon Watson of Edge Homes told the commission the team is finalizing designs for park amenities including a splash pad and is constructing Greenford Lane and the utilities that will serve both the subdivision and the park. "I told everyone, yeah, this park will be ready to go. We'll break ground and Labor Day and have a grand old time out there. I underestimated how big this park is," Watson said, adding he expects to move fast on the work now that details are near finalization. He also estimated that the completed inventory on the west side of the development is roughly "close to 90 to 95% occupied."

Staff and the applicant said park impact fees and other funds are being used toward park construction; commissioners approved the final plan subject to the listed conditions and staff review items before recordation and construction permits.
