Board readies ballot test and bylaw changes to allow electronic communications

The Leilani Estates election committee described plans to test an electronic-ballot vendor in advance of wider use and told the board the association can still deliver paper ballots to owners who lack email.
The Chair said the vendor can create ballots and proxies and conduct small test mailings, and the board will decide which response to accept if both electronic and paper ballots are returned. "We have the Leilani logo, the names of people that ran... we can do electronic and we can do paper ballots," the Chair said while outlining a planned ballot test for volunteers.
Separately, the board discussed a narrow legal opinion that would allow the association to enable electronic communications more broadly. The Chair said the bylaw change under consideration would "establish the Leilani website as an official repository of information" and authorize electronic notices, newsletters and assessments — steps the board sees as required before launching a full electronic election.
The board approved an expenditure to mail packages to members regarding upcoming bylaw changes; the Chair noted at the meeting: "This will be a total mailing. There will be no electronic component to the vote on these bylaw changes because we haven't yet authorized the fact that you can do electronic voting." The Election Committee will run tests with volunteers and report results back to the board.
