Council hears stormwater audit findings and green-waste, recycling challenges

Staff reported that a state stormwater audit examined the city’s permit and operations line by line and will produce a report with roughly 60–100 corrections and about 100 pages of findings.
Scott said changes will be needed to address state requirements—for example, concrete pads under green-waste/metal bins to prevent leachate and moving the metal recycling bin to a hard surface; the city manager warned the metal bin could be removed if illegal dumping persists. The council heard cost examples showing per-bin haul and tonnage costs could run to approximately $180–$190, and that current ad-hoc cleanup efforts exceed small monthly revenue generated by the program.
Councilors supported pursuing refined pricing or options with Waste Management and other vendors; staff will draft next steps for the council to consider.
