Resident asks council to accept fee in lieu of building frontage sidewalk

During the citizen-comment period, Parker Nesson told the council he is splitting a lot at 500 South and 200 West and asked whether he could pay a fee so the city could build sidewalks later rather than constructing them immediately.
Nesson said he preferred to pay the fee if the city planned to build the block segment later: "I'd rather just pay the city, then the city can come in and do it when they see it's feasible." Scott and council members explained that sidewalks are required along frontage and that staff will put the specific fee-in-lieu request on the Oct. 1 agenda so the body can make a formal decision.
Councilors noted past practice of making corner lots install one frontage and described escrow or fee arrangements used on nearby blocks. Staff said the question cannot be decided off-agenda and the applicant should return on Oct. 1 for final approval.
