Staff walked the committee through July and August fiscal-year-to-date numbers; members focused on revenue timing (particularly B&O receipts) and expense variances that might be timing issues. Chair said the packet helped clarify where the city stands year-to-date and suggested regular reporting: “I asked, Lori to put this together just to see where we are, but I think it should be a quarterly report to the finance,” and several members argued for monthly reports to the finance committee and at least quarterly information to council for transparency.
Committee members also asked staff to include month-to-month expected percentages and brief explanations for large variances (for example, property-tax timing or one-time receipts) so council and the committee can distinguish timing artifacts from structural problems. Staff committed to provide monthly reports to the finance committee and to include the reports in the council packet on a regular schedule.
