At the March 11 Blue Lake City Council meeting, CIRA Deputy General Manager Eurek Young warned that recent "nuclear verdicts" — jury awards in the hundreds of millions — have pushed excess insurance market prices sharply higher and threaten municipal budgets. "What used to be small claims... Now we're seeing claims typically in running 20 millions," Young said, adding that there were 42 U.S. public‑entity claims above $100 million in the last year.
Young described how that litigation environment has affected the pool's excess pricing: he said CIRA's excess premium for the $40 million layer rose from about $9 million five years ago to a projected $26 million this year. He urged councils to prioritize prevention and documentation (inspections, contract language, signage) to reduce exposure and preserve design immunities where possible.
Why it matters: With few large‑city buffers, small municipalities can face outsized financial risk if named in large judgments. Young told the council that preventative investments (risk assessments, training, and contract clauses requiring additional insured endorsements) can materially reduce future liabilities.
Council reaction and next steps: Council members pressed for follow‑up on model contract language, the relationship between payroll and rates, and how to access training grants and reporting tools. Young offered to provide model ordinance and resource materials for staff review and to help set priorities for mitigation.
