Council awards geotechnical drilling contract for Cabrillo Mole revitalization

The Avalon City Council approved a contract to perform geotechnical exploration work required for the Cabrillo Mole revitalization project. Bob Greenlaw (presenting staff) explained the need for updated borings and test pits to inform design work and structural assumptions; the plan calls for borings to depths of approximately 50 feet to check for voids and to develop a cross-section from the mole tip to the parking lot.
Staff recommended contracting Gregg Drilling LLC directly to avoid markup from the design-build on-call consultant; the contract was presented as a not-to-exceed amount of $95,000 (the proposal itself was in the low $80,000s with contingency for unknowns). Greenlaw said initial field work would likely take two to three days (two holes per day where feasible) and produce an immediate geotechnical report in August to support final design work and remediation planning if voids or liquefaction risk are found.
Council voted to award the contract as presented. Staff noted the work will be staged to minimize impacts during summer operations and that contractor housing and mobilization were part of logistical planning.
