Planning commission rearranges agenda to prioritize zoning text amendments

The Chair of the Purcellville Planning Commission opened the meeting by proposing a reordering of the agenda to give more time to zoning text amendments and related discussion. "I wanna make sure we have enough time, this evening to spend time on that," the Chair said when explaining the rationale for the changes.

Under the Chair's proposal, item 9 (minutes) was promoted to item 5; citizen comments (item 5) were moved to item 6; the appointed council member/planning commissioner report (item 7) was moved to item 9; the planning staff report (item 8) was shifted later; and elements of item 10 (a and b) — including the text amendment and zoning charts — were promoted to earlier slots (listed in the agenda packet as pages 10–12 and 18–32, with a separate handout noted for one item). The Chair described the swaps as intended to allow adequate time for the commission "to spend time" on the amendments.

A motion to accept the agenda as amended was made by the Planning Commissioner and seconded; the Chair then called for a voice vote. "All in favor, just say aye," the Chair said; members responded "Aye," and the Chair recorded no opposition. The commission therefore approved the amended agenda and moved on to the next items on the schedule.

The changes mean that the commission will address zoning text amendments — including a discussion labeled in the packet as "STRs and bed and breakfast" (8B) — earlier in the evening and with additional time allotted for staff and commissioner discussion. Specific packet references discussed by the commission include pages 3–9 (item 9), pages 10–12 (text amendment), and pages 18–32 (zoning text amendment charts).
