Commissioners hear FY2027 preview: salary study, COLAs and capital needs

County staff gave a high‑level preview of fiscal year 2027 budget pressures and said certified property values had arrived for reconciliation.
"We have our numbers, from the salary study. That was about 1,200,000," county finance staff said, listing vacancies and personnel adjustments. Staff said a 3% cost‑of‑living adjustment (COLA) would be about $1,000,000; a 4% COLA about $1,330,000. Staff also flagged a roughly $1,300,000 estimate to repair the jail roof and noted some new positions requested could add roughly $1,900,000 including salaries and benefits.
The court did not adopt final compensation actions at the meeting. Item 2.4c on elected-official compensation was moved to executive session under Texas Local Government Code §551.074; after the closed meeting the court directed staff to make changes discussed in closed session and return the item for action.
The preview is intended to give commissioners direction as staff refine numbers before official budget adoption.
