Engineers say VIP pump station and West End sewer are shovel-ready; staff ask to restore compliance FTEs

Engineering staff told the council that two major utility projects—the Valley Industrial Park (VIP) pump station and the West End Grama sewer—are 100% designed and ready to proceed to construction or bidding once funding is available. At the same time, PFAS-treatment improvements for Nature Park and design work for the Short Hill well treatment plant are in the design phase and depend on grant outcomes.
"VIP Pump Station and West End Grama Sewer are both a 100% designed. They're ready to go to construction today," the engineering director said. Staff also flagged operational and regulatory needs at the water and wastewater plants: the town has 16 galvanized service lines requiring planning for phased replacement under lead/copper and related rules, and operators have requested spare pumps and mixers to meet VDH inspection guidance. Council members and staff advocated for unfreezing specific compliance positions: a full-time water compliance officer and a wastewater lab/compliance technician to handle required sampling and reporting.
