Council favors neighborhood-driven volunteer projects, asks staff to boost PR and tracking

Councilmembers recommended weeknight scheduling for better turnout, gamification and neighborhood competitions to boost engagement, and asked staff to provide a simple process for volunteer groups to request city support (dump passes, bags, light staff oversight) while noting that projects with safety risks require staff supervision.
