Willard council discusses Pat Burns parcels; staff to meet with Perry City on possible disconnection

City staff reported that extending municipal sewer service to the parcels would require installation of a lift station, a technical constraint that shaped the discussion of how best to proceed.
Council members discussed two options for accommodating Mr. Burns' proposed subdivision: moving the parcels into Perry City jurisdiction (disconnection) or retaining the parcels in Willard while negotiating interlocal agreements to allow the subdivision to proceed under shared terms. The council recorded direction for staff to "schedule a meeting with Bob Barnhill at Perry City to discuss possible disconnection from Willard and moving the parcels into Perry City." The session concluded without any formal motion or vote on those options; staff follow-up with Perry City was the next step.
The special meeting had been publicly noticed 24 hours in advance and listed Mayor Travis Mote; Madison Brown, City Planner; Colt Mund, City Attorney; Chris Breinholt, City Engineer; Jacob Bodily; Michael Braegger; Jordan Hulsey; and Rex Christensen as present, with Rod Mund excused. The meeting was adjourned at 6:18 p.m., and the minutes form includes signature lines for Mayor Mote and Susan Obray, City Recorder.
