Planning Services Director Wally Wernemann said the update will analyze current downtown conditions, synthesize prior studies and community input, and develop recommendations to guide development amid planned changes including a new medical school and museum campus. Wernemann said proposals are due Sept. 1 with a selection planned in September and a draft completion date currently aimed at Nov. 1, 2027.
Some council members urged accelerating the schedule to capture downtown momentum and to produce usable guidance before council goal setting; others cautioned that shortening the timeline risks missing essential community engagement and that significant projects coming online may change assumptions. Council adopted the RFP 6‑1 (Councilmember Staver opposed). Staff said they will consider consultant feedback on compressed timelines and will incorporate council goal‑setting priorities as they are finalized.
