Council makes Nevada Street one‑way near Lincoln Elementary to improve arrival/dismissal safety

The Dubuque City Council voted unanimously to convert the temporary southbound one‑way operation on Nevada Street (between Forest Lane and West 5th Street) into a permanent traffic control measure near Lincoln Elementary School.
Principal Megan Allsinger urged the council to make the change permanent, saying the one‑way would reduce congestion at arrival and dismissal and allow creation of a predictable car line that improves access for students with mobility barriers. "We believe that this change would have enormous benefits to the students, staff, and neighbors," Allsinger said during public input.
City Engineer Gus Ahoyas told council the measure followed multiple meetings with school staff, 65 mailers to surrounding neighbors and a neighborhood meeting; staff described the action as a pilot moving toward permanence and said they will monitor parking, tweak the configuration if needed and install temporary speed counters to measure vehicle speeds before and after implementation. Council voted to waive the three‑reading requirement and adopted final passage 7‑0.
