Library director's needs assessment leads staff to prioritize upgrades over a West End branch

As part of the Imagine Dubuque update, staff described a library space‑needs assessment that recommended enhancing the existing facility rather than opening a separate West End branch.
Jason Duba said Library Director Nick Rossman led the assessment and reported that many West End residents prefer upgrades at the current site instead of a branch. "That recommendation is off track because it's not specifically fulfilling the West End aspect of that, but the library is certainly enhancing its services for residents in our community," Jason said.
Staff listed planned improvements including an expanded makerspace, refreshed teen zone and additional private study rooms. Council members asked how 'off track' differs from 'canceled' in the tracking system; staff said marking an item 'off track' preserves AchieveIt updates from the coordinator, while 'canceled' stops further automatic updates.
