City to issue RFP for downtown master plan covering Dubuque Main Street boundaries

City planning staff announced a near-term request for proposals for a downtown master plan that will cover the area bounded by the Dubuque Main Street limited boundaries.
"So, actually tonight on your agenda, we have a request for proposals for a downtown master plan, that'll encompass the the area, bound by the Dubuque Main Street limited boundaries," Planning Services Director Wally Wernemont said. The downtown master plan is intended to inform a subsequent comprehensive-plan update for the entire city.
Staff described the RFP as the next step to capture post‑pandemic downtown transformations and to coordinate with recent private and public investments. No contract amounts, timelines for selection, or proposer requirements were provided during the briefing; staff said they would follow up with additional details in public materials and future meetings.
