Regional One outlines program-management plan and funding strategy for hospital rebuild

Regional One Health briefed commissioners on work to program and plan a rebuild of its hospital campus. The hospital has engaged a program-management joint venture of All World Project Management and Covellus and commissioned a disparity study; it also reported a supplier-diversity dashboard and a targeted recruitment campaign for specified ZIP codes.
Van Turner and Reginald Coopwood emphasized a staged 30/90/180-day timeline for data collection, strategy refinement, program development, and RFQs/RFPs for architecture/engineering and construction teams. "We are continuing to work with the state of Tennessee and the University of Tennessee to be able to draw down dollars from the governor's either his primary budget ... more likely something will be included in his supplemental budget," Regional One leadership said, describing parallel fundraising and state-budget efforts.
Program managers described plans to use phased design and construction procurement approaches (including CM-at-risk and early cost modeling) to mitigate overrun risk and to require meaningful local small-business and minority participation in bidding. Commissioners asked for signed contracts and more granular cost and timeline information; Regional One said it would provide procurement documents and pro forma budget estimates as the work progresses.
