The City of Sidney Zoning/Board of Adjustment on May 13, 2026 recommended that the City Council approve a conditional use permit allowing a digital electronic graphic display on the existing pylon sign at Reynolds Market, 404 N Central.
Chairman Jones opened the public hearing at 7:58 a.m. and called for opponents three times; none spoke. Loren Kutzler, who identified themself as representing Reynolds Market and as a nearby personal property owner, was recorded as a proponent. The hearing was closed at 8:01 a.m.
During committee discussion board members noted technical details and neighborhood input. The committee recorded that "the sign's brightness is currently at 75% during the day and can be reduced in the evening." Committee members also noted there were no objections from neighbors, including Steve Meagher of Four Seasons Trailer Park.
Board member Meldahl moved to recommend City Council approval at the May 18 council meeting, with the specific condition that the sign adhere to Department of Transportation (DOT) requirements, such as evening dimming. The motion was seconded by Chairman Jones. The recorded vote was Yea: Smith, Jones, Meldahl, Hintz (4-0). The meeting adjourned at 8:04 a.m.
The board's recommendation will go to the City Council on May 18 for final action.
