Kimpton explained the larger initial scenario would reduce the city's unfunded sewer depreciation from about $26 million to approximately $5 million by 2045; council members expressed concern for residents' ability to pay alongside other recent tax changes and chose a compromise path. The motion to adopt the amended Resolution 2025-13 passed by roll call.
