Commission approves rezoning to allow lot split in North Estates despite neighbor objections

Planner Angelina Betanini presented a zone-change request submitted on behalf of Josh Jones to rezone a 1.67-acre tract in North Estates from AE (agricultural estate) to SF-1 (single-family) so the property may be divided into two lots.
Betanini said the comprehensive plan designates the land as urban residential large-lot but staff nonetheless recommended approval because several nearby lots are already smaller than the AE minimum. She said the current parcel is 1.67 acres and that a split could produce two lots of about 0.84 and 0.9 acres; staff noted the parcel in its present form is legally nonconforming relative to a two-acre AE minimum.
Joseph Chan Price, who lives at 310 Solomon Lane, opposed the rezoning and said Solomon Lane traditionally features larger lots; he said splitting the parcel could harm the neighborhood character and property values. "To me, it means that they're gonna sell the lot off and then obviously build another house," Price said.
Staff confirmed the property is inside city limits and answered questions about lot sizes and zoning context. Commissioner Martin moved to approve the rezoning request and Commissioner O'Field seconded; the commission approved it unanimously.
The rezoning allows the applicant to pursue a replat consistent with SF-1 standards and will move forward with any staff conditions.
