Planning Commission approves annexation, rezoning of College Park Road parcel

The Goose Creek Planning Commission voted to annex a 0.77-acre parcel at the corner of College Park Road and Berkeley Farms Road (identified in the staff presentation as TMS 233080359) and to assign it a zoning designation of general commercial.
Planning staff presented the map-amendment and annexation request and recommended approval. ‘‘This matter is for a map amendment on College Park Road,’’ staff member Kendra said in opening remarks, describing the parcel as a former South Carolina Department of Transportation (SCDOT) right-of-way that the applicant purchased. Staff told the commission the parcel is vacant and, while no development plan was submitted, staff will recommend a future land-use designation next month consistent with major-transportation-corridor commercial uses.
The applicant’s representative confirmed the parcel was acquired from SCDOT and described constraints on access. ‘‘My clients purchased it from the Department of Transportation,’’ the applicant’s representative said, adding that due to the parcel’s narrow geometry and roadway configuration, full access was unlikely and driveway access would most likely be from College Park Road as a limited right-in/right-out configuration.
Commissioners pressed on traffic, curb cuts and design. Commissioner Nick Matthews noted the parcel’s frontage, saying it ‘‘Looks like about 275 feet along College Park as far as the frontage,’’ and urged that any driveway be pulled back from the intersection and account for turning radii and storage so vehicles would not spill onto the road. Staff and the applicant said they expected any required access improvements to be reviewed and permitted through SCDOT and the city’s site-review process.
Commissioner Heather Byrd moved to approve the annexation and map amendment to assign general commercial zoning; the motion was seconded and carried on a voice vote. The motion’s paperwork referenced the parcel and the request as presented by staff; the applicant is Adam Griffin for MAC CP LLC, and planning staff noted the applicant and a representative were present to answer questions.
Next steps: staff will return next month with a recommendation to assign a future land-use designation consistent with the comprehensive plan update and will process any site-development application under city procedures.
