South Ogden staff present tentative $19.8M budget and a proposed 10.3% property tax increase

City staff presented adjustments to the tentative fiscal-year budget at the July 21 work session and told the council the tentative budget includes a proposed property tax increase of 10.3%.
"The tentative budget includes this property tax increase of 10.3%," a staff presenter said, and noted a truth-in-taxation hearing is scheduled for Aug. 4, 2026 at 6 p.m. in City Hall so the public can review the materials and comment.
Staff outlined the impact schedule attached to the proposed rate and said the additional revenue would fund items including $281,300 to begin saving for an additional fire engine, $50,000 for sidewalks, $100,000 for park capital improvements and $45,000 for police fleet needs — a combined impact schedule total of $476,800. Staff also described smaller line-item adjustments such as an $8,000 increase in professional and technical services and timing changes for planned capital purchases.
Staff said they tested technology for the public hearing and reviewed the process options available at the hearing (adopt, defer by two weeks, or continue discussion). Council did not take a final vote at the work session; the budget and truth-in-taxation item will be available for public comment at the Aug. 4 hearing.
