Commissioner Matheson made the motion and Commissioner Rushton seconded; the commission recorded the motion and approved the permit under the recommended conditions.
Staff described the lot as 0.44 acres in an R‑3 neighborhood and said the house, built in 2017, contains about 2,800 square feet above grade and 1,400 square feet finished in the basement. Staff emphasized the code’s owner‑occupancy rule (185 nights per year), a 150‑night rental cap, a two‑night minimum stay, and neighborhood notification requirements. Agent Mark Macliss of Green Ivy Realty told the commission the property has ‘‘3 in the garage, 5 on the driveway’’ for parking and said management would be local and responsive. "It's not gonna be a party house," he said, adding that licensing gives the city and management more enforcement options.
The commission acknowledged individual reservations about short‑term rentals but concluded the application met the city’s written criteria and could be revoked or suspended if conditions were violated. Conditions attached to approval mirror staff’s recommendation, including limits on the number of renters/guests and requirements for an on‑file local agent and advertisement disclosures.
