Economic development staff described the proposed Jovi SmartShop at the former Kroger‑anchored shopping center on West Centerville Road, a site that has been largely vacant for roughly 20 years. Ayako Schuster said the project would revitalize the center and cited a minimum $7,000,000 investment commitment with a target certificate of occupancy on or before Dec. 31, 2029.
Schuster outlined the incentive elements presented to council: a 50% tax rebate for 10 years on real estate and sales tax (as stated in the staff presentation), and a cash grant up to $1,500,000 to support façade improvements, infrastructure upgrades and partial demolition. Councilmember Thomas asked whether the city had projections for new revenue; Schuster replied that revenue depends on sales and property tax performance and is difficult to estimate precisely. Mayor Pro Tem Luck moved to approve and the council approved the agreement.
