Ayako Schuster, director of economic development, explained that more than a year of negotiation led to a proposed development agreement with H‑E‑B for a roughly 20‑acre parcel north of George Bush and adjacent to Firewheel Town Center.
Schuster summarized material terms in the record: a minimum $17,000,000 investment commitment, a target certificate of occupancy before Dec. 31, 2030, and an incentives package including multi‑year tax rebate provisions, a development fee rebate up to $1,200,000, and a cash grant up to $2,500,000 to mitigate site challenges. "This new large scale grocer adjacent to this Firewheel Town Center... is really great opportunity for us increasing visitation and a further activation in this area," Schuster said. Blake Beeson, the applicant representative, thanked staff and the council for their work on the project.
Councilmember Tran moved to approve the proposed development agreement; the motion was seconded and the council approved the item unanimously. The agreement directs staff to continue coordination on permitting and incentive documentation.
