The planner explained that the site currently has 18 parking spaces while the Garland Development Code requires 23 for the proposed use. Staff said the deficiency can be addressed during permitting either by a shared‑parking agreement, an operations/parking study or alternative compliance; staff recommended approval for a 15‑year SUP and requested "enhanced landscaping" and relocation/screening of a dumpster that currently faces the street. "Staff is not concerned about the deficiency at all," the planner said, noting cross‑access easements and likely opportunities for shared parking.
Applicant Derek White of DIG Engineers introduced himself and said he was available to answer questions. Councilmember Moore, whose district contains the site, moved to approve the SUP; Councilwoman Dutton seconded and the council approved the item. The mayor had recused himself from this item, which the record notes before the discussion.
