Staff recommends technology-neutral, intensity-based approach for auto repair rules

A staff presenter told the Development Services Committee on June 2 that peer-city review favors broader, technology-neutral language in land-use definitions for automotive repair. Staff argued that tying definitions to the intensity of work rather than enumerating parts will reduce the need for frequent updates as vehicle technology changes.
As the presenter put it, "minor automotive repair could be centered around, routine maintenance, very limited service activities." Staff said major repair should capture operations such as substantial disassembly, rebuilding and body painting, which carry different environmental and neighborhood impacts and permitting needs. Committee members responded positively to the operational emphasis and asked staff to draft model language and examples for the next meeting.
