Chair Margaret Lutt convened the Development Services Committee on June 2 to open a scoping review of the citys definitions for minor and major automotive repair. Staff presented initial research and said they do not yet have firm recommendations, calling this meeting a chance to hear committee direction.
A staff presenter summarized an initial peer-city review and suggested focusing definitions on the level of service rather than enumerating specific vehicle components. In the presentation, a staff member said, "minor automotive repair could be centered around, routine maintenance, very limited service activities," and described major work as "more substantial disassembly, rebuilding, body shops, painting." Chair Margaret Lutt asked staff to include the formal definitions in the next presentation and to identify which zoning districts (including commercial corridors and any adjacent residential areas) would be affected when the item returns.
Committee members asked for context on the request, noting it originated with former Council Member Jeff Bass. Staff cautioned that vague or itemized definitions create room for shifting interpretation over time and said clearer, streamlined language would reduce subjectivity. The committee directed staff to return with concrete examples, formal definitions for inclusion in the presentation, and zoning maps that show where automotive uses are permitted. The meeting adjourned without additional votes on code changes.
