Council annexes city-owned parcels at NW corner of E. 88th and Tower Road, assigns placeholder AG zoning

The council voted to annex two city-owned parcels at the northwest corner of East 88th Avenue and Tower Road (AN26-0003) and to adopt a city-initiated zoning map amendment (ZON26-0003) that designates the newly annexed parcels as Agricultural (AG) as a placeholder zoning.
Omar Yousaf, city planner, said the combined parcels total about 0.732 acres, include a former United Power substation and an existing monopole built in 1999, and were purchased by the city in 2018. Yousaf told council that state law does not require municipally owned land to follow typical annexation petition steps but that the city pursued the ordinance because the parcels are being formally annexed. Planning Commission recommended the zoning amendment 5–0 on June 2, 2026. Yousaf and other staff noted that AG is being used as a placeholder zoning until a legislative zoning project later this summer can identify a long-term designation.
Council members discussed whether a different initial zoning might better attract private buyers or future uses; staff said the legislative zoning update in late August would provide an opportunity to refine the designation. The council approved the annexation and the zoning ordinance on second and final reading with unanimity reported and one excused absence.
