Planner Will Hager gave an informational presentation on a zoning map amendment application affecting parcels on East Chesapeake Beach Road in the Owings Town Center area. The application proposes changing zoning for 136 and 150 East Chesapeake Road (one currently a nonconforming automobile filling station) to Town Center Core, which would permit a modernized gas station as a conditional use under the Owings Town Center zoning rules. Hager said the applicant proposes demolition of the existing station and a rebuilt facility with improved landscaping, lighting, circulation and stormwater facilities.
Staff noted this was an informational work session and that the application will proceed through the public‑adoption process, including a joint public hearing with the Board of County Commissioners at a future date. Commissioners asked about the local decrease in average daily traffic reported by SHA (2023 counts vs 2013) and about nearby vacant properties; staff said traffic counts can vary and that other redevelopment interest has been discussed at the vacant pharmacy/doctor's office parcel but no application is currently pending.
