Planning Commission grants septic setback variance for 2 Crocus Lane to replace failing system

The North Oaks Planning Commission on July 1 approved a variance allowing a septic system replacement at 2 Crocus Lane with a 20-foot roadway setback where 30 feet is required.
City Planner John Uphoff said the 1.61-acre RSL-zoned property lies in Deep Lake's shoreland district and contains a large wetland and steep slope that constrain conventional system placement. City Septic Inspector Brian Humpal told the Commission that "the existing system is non-compliant" and that staff recommends approval of a variance subject to the conditions noted in the staff report. Humpal added that tank lifetimes vary and that "concrete in modern tanks should last 80-100 years," and the application included a tank integrity report that certifies the existing tanks.
Designer Alex Pepin explained the project will use a UV vault and an at-grade Type IV multi-flow system "to cut down on some of the tree removal required" and to keep the system footprint smaller and largely over the existing drainfield. Commissioners discussed the short lifetime question and technical constraints; after questions, MOTION by Commissioner David Loegering, seconded by Chair Dave Cremons, to approve the variance carried unanimously with the conditions in the staff report.
The approval allows the system replacement and installation of the UV vault as described; work must follow conditions and obtain required permits.
