Planning Commission recommends conditional use for accessory dwelling to help resident with MS

The Kechi Planning Commission recommended that the Governing Body approve a conditional use permit to allow an accessory dwelling at a single-family property after hearing from the applicant and staff. At its May 12 meeting, Zoning Administrator Dustin Belton read a staff report recommending approval of the conditional use in the R-1 Single Family Residential District subject to the specific-use standards and an approved site plan.
Applicant Kimberly Raider told the commission she has multiple sclerosis and said she needs a smaller dwelling she can use during flare-ups so she can remain close to her children and grandchildren. The minutes record: "Kim Raider stated that she has MS and needs something smaller to be easy to move around during A flare up. She wants to be able to stay close to the home to be near her kids and grandchildren." Commissioners questioned whether a destination trailer would be allowed, placement on a hard surface, utility hookups, tie-downs, skirting and insulation.
Member Erik Breckenridge moved to adopt the findings in the zoning administrator's report and forward a recommendation of approval to the Governing Body for a conditional use permitting a destination trailer in R-1, adding several additional conditions: the unit must be placed on a hard surface; be hooked to utilities per city guidelines; have the hitch removed, be skirted and insulated; not be rented; be removed when the conditional use is no longer needed; and have tie-downs installed. Crista McKay seconded the motion, which the minutes record carried 6-0. The recommendation will be considered by the Governing Body at its meeting on June 11, 2026 in Council Chambers.
The action recorded in the minutes is a recommendation, not a final zoning decision. The Governing Body will make the final determination on June 11, 2026, and any permit or inspection requirements will follow the city’s adopted codes and the conditions the Governing Body approves.
