Kechi council sets Aug. 27 public hearing to consider exceeding revenue-neutral property tax rate

"Motion by Todd Hedstrom to adopt Ordinance 26-802, stating the intention to exceed the Revenue Neutral Rate and setting a public hearing regarding the same for August 27, 2026, at 7:00 pm, and authorize the mayor to sign," the minutes record. The motion carried on a roll-call vote: Hedstrom, Yes; Kendra Baldridge, Yes; Theresa Morlan, No; Paul Dwyer, Yes (Matt Brewer absent), producing a 3-1 outcome.
City leaders did not adopt a final tax rate at the meeting; the ordinance simply sets the public process and notice required under state law. The scheduled public hearing will give residents an opportunity to comment before any rate is finalized. Councilmember Morlan’s recorded no vote indicates at least one council member had reservations about pursuing a levy above the revenue-neutral threshold.
The council’s action follows the consent and agenda approvals earlier in the meeting and will be placed on the Aug. 27 agenda for formal public comment and any subsequent council action.
