John Keena reported that, on the same morning he left Scott Cove, he observed a vessel on a mooring in Ziegler’s Cove that was unattended and listing. The commission heard that Ziegler’s Cove is designated a day harbor and does not permit berthing moorings.
Keena said he obtained the vessel registration and contacted the Marine Division because the boat "was unattended and listing, close to sinking." The Harbor Master described the incident as a safety and regulatory concern; the mooring has been repaired and the incident documented for follow‑up.
