Butler County adopts updated comprehensive plan with new Flint Hills protection goal

The Butler County Board of Commissioners voted 5-0 on June 9 to adopt an updated Butler County Comprehensive Plan, approving Resolution No. 26-21. Community Development Director Toby Stewart told the board the plan was developed with Olsson Inc., with the Planning Commission holding a public hearing and adopting the plan on May 5, 2026.
The plan replaces prior planning documents dating back to 1999 and earlier local plans. Stewart said the update includes an added policy labeled Goal 5.5: “Protect the Flint Hills ecoregion from large-scale industrial and commercial projects,” reflecting community concern about preserving the local landscape. The Planning Commission forwarded the plan to the Board with a recommendation for adoption; Commissioner Kelly Herzet made the motion to approve and Commissioner Jeff Masterson seconded. The motion carried 5-0.
The adoption places the comprehensive plan into county guidance for land use, housing, population and economic planning; staff and commissioners said the plan will guide future zoning and development decisions. The Board did not identify any immediate ordinance changes tied to the plan at the meeting and directed staff to proceed with implementation steps outlined in the document.
