Butler County authorizes memorandums to pre-identify facilities for public-health response

The commission authorized the Health Director or designee to execute MOUs with local partners to pre-identify facilities for smaller-scale public-health functions and short-term evacuations after many prior agreements lapsed or neared expiration.
Broderick Bean, representing the Butler County Health Department, asked the board to allow the Health Director or a designee to coordinate, execute and sign memorandums of understanding with local facility partners to be used for public-health outreach, immunization clinics and short-term evacuation needs.
Bean said the County's Health and Medical (ESF-8) Planning Team is pre-identifying sites because many previous MOUs had lapsed or were nearing expiration. "The County's Health and Medical (ESF-8) Planning Team is currently pre-identifying sites suitable for both public health functions and short-term evacuation needs," Bean said. Commissioners approved the authorization 4-0, emphasizing the agreements are intended to reduce administrative friction during emergent incidents and streamline rapid mobilization of resources.
The board noted the County retains a formal Emergency Operations Plan with the American Red Cross for large-scale shelters but identified a recurring need for formal agreements to manage smaller incidents more efficiently.
