Butler County delays formal adoption of new Comprehensive Plan until June 9

Community Development Director Toby Stewart presented the proposed Butler County Comprehensive Plan — a replacement to the county's earlier guidance (including the 1999 "Butler Vision 2020") that frames growth around three frameworks: Unincorporated Butler County, Incorporated Butler County, and Preservation and Open Space. Stewart told the Board the plan incorporates public engagement, a market analysis, housing trends and an action plan intended to guide development toward cities and to preserve agricultural land.

Commissioner Darren Jackson identified a clerical issue, noting that the draft uses the phrase "Butler City" on page 39 and requested it be changed to "Butler County." Jackson also asked staff to add broader language addressing large‑scale industrial uses (for example, in the Flint Hills area) and to carry implementation details into zoning regulations rather than the plan itself. Administrator Will Johnson and Stewart said they would add general language in Section 5 and address details through zoning. Commissioner Dan Woydziak moved to table adoption to the June 9 meeting to allow formal Planning Commission action; the motion carried 4-0.

The delay preserves a final public review window and gives staff time to incorporate the requested clarifications and the Planning Commission's formal resolution. The Planning Commission previously recommended adoption by a 6-0 vote on May 5, 2026. No formal adoption occurred at the May 26 meeting; the Board set the next action date for June 9, 2026.
