Butler County approves $90,010 purchase of ABIS-compatible fingerprint systems

Commissioners on May 19 approved the Butler County Sheriff's Office request to buy two IDEMIA LiveScan Automated Biometric Identification System (ABIS)-compatible edge devices and two mobile biometric identification units for $90,010.
Under Sheriff Daimon Cundiff told the board the equipment is necessary to ensure continuity with the Kansas Bureau of Investigation's shift from AFIS to ABIS and to avoid interruption of booking and fingerprint submissions once AFIS-only devices are phased out. "The mobile biometric devices will provide deputies and detention personnel with the ability to capture fingerprints in the field and conduct biometric identification checks through a connected workstation utilizing the KBI secure VPN connection," Cundiff said. He added that typical response times are under 30 seconds.
County staff said the devices were available through a state contract and that IDEMIA is a KBI-approved vendor. Commissioners framed the purchase as proactive budget planning to prevent emergency replacement costs and to provide field identification capabilities for deputies. Commissioner Darren Jackson moved to approve the purchase; Commissioner Kelly Herzet seconded and the motion carried 4-0.
