Council approves temporary TSSD fee changes to General Fee Schedule

The American Fork City Council on Jan. 27 adopted Resolution No. 2026-01-05R to update the General Fee Schedule with revised Timpanogos Special Service District (TSSD) impact and user fee rates. Council Member Tim Holley moved approval and Council Member Ryan Hunter seconded; the measure passed unanimously.
Council Member Hunter thanked city staff for lowering the rate at this time and said the move "allows the city to remain aligned while functioning as a pass-through," adding that the reduced rate will likely remain in effect for roughly six months. Council Member Clark Taylor clarified the city's role as a collector rather than the rate-setter for entities like North Point or TSSD.
The resolution updates the schedule used by the city to collect and remit TSSD fees. The council's decision formalizes the temporary rate change and places the action on the public record; staff indicated the issue could return for future consideration.
