Board told HOA dispute could cut service as county seeks alternate broadband tower sites

County staff told the board that the county’s broadband rollout is progressing but faces an imminent disruption tied to a property-rights dispute. Mr. Boyer said the broadband project "is still under way, should be completed in FY2027," but that a Point Lookout homeowners association has demanded removal of Gigabeam & Lingo equipment placed on county towers, citing an easement violation. "Deadline to remove the equipment from the towers is May 2026," the staff presentation said.
Breach or removal would mean some citizens could lose service in the next couple of months. Mr. Boyer said Shane Prescott is evaluating potential alternate tower sites that could restore service to those affected, and Tom Revels has been meeting with impacted citizens. The board discussed the competing priorities of resolving an easement violation, restoring service, and the short timetable for action.
The board did not adopt a formal resolution at the work session; staff were directed to continue site analysis and citizen outreach. The broadband project remains a stated priority for FY2027.
