Board approves $550,000 supplemental CSA appropriation 4-1 amid assurance of unspent funds reverting

County staff presented charts comparing CSA (Child and Family Services Act) funding across FY2024–FY2026 and described an immediate need for additional local support. "Supervisor Hash noted the additional funding request of $550K would get us through this fiscal year (2026)," staff said, and Mrs. Edwards indicated that committed but unused dollars would revert to the general fund.
Supervisor Mary E. Dickenson Tomlinson moved to proceed with the additional funding; Supervisor Paul G. Richardson seconded. The motion "carried 4-1 with Supervisor Cunningham voting nay." Mr. Boyer and Mrs. Edwards told the board that part of the funding source would be savings tied to jail costs (care of prisoners) and that the board would continue to monitor spending; they noted not all the committed money may be spent and unspent committed funds would flow back to the general fund.
The board did not attach additional conditions during the work session beyond approving the supplemental funding; the vote advances staff direction to incorporate the supplemental into FY2026 accounting and to continue monitoring actual expenditures.
