Road and Bridge/Zoning Department Head Kurt Demel presented a packet of materials supporting a BUILD (Better Utilizing Investments to Leverage Development) federal grant application that would fund rural roadway improvements to benefit Pawnee and Stafford counties, including a benefit-cost analysis and project readiness information.
Commissioners approved the Disclosure of Lobbying Activities and the SF-424 Application for Federal Assistance by unanimous vote, and County Attorney Doug McNett updated the board about discussions with ILS regarding the required $60,000 match. Commissioner Rein said he prefers to pay the $60,000 match out of the County Special Fund because funds could be receipted back to that account. Motions to approve the disclosure and the SF-424 were moved by Commissioner Burdett, seconded by Commissioner Miller, and recorded as passing 3-0.
Demel also reviewed maintenance-cycle expectations for the roadway after project completion. The record shows the board approved submission of the BUILD application and associated signatures; the minutes do not record conditional appropriation beyond the match-funding discussion.
