Committee Chair Larry Burns and members Dave Adams, Tim Foster and Chuck Layer voted in favor of the motion; Bob Westpfahl and Rich Morthland voted no. County Engineer Matt Miller told the committee that Taylor Ridge had indicated a training program was "in progress" but had not documented it on the bid submission. The committee carried the motion and directed staff to proceed with awarding the contract to the next-lowest, responsive bidder.
