Commissioners authorize MOUs with Butler County EMA and local schools for reunification and incident management

The Board authorized a memorandum of understanding with Butler County Emergency Management Agency to provide Incident Management Team training and mutual assistance both in and out of state, effective Jan. 14, 2026 through March 30, 2027. John Harper confirmed the agreement is reciprocal: Butler County can assist Clark County and vice versa.
Separate MOUs with Northwestern Local Schools and Tecumseh Local Schools were also approved to establish additional personnel lists to support a countywide reunification team during emergency reunification activations; those MOUs run through January 31, 2027. The measures were approved by unanimous roll call (Resolutions 2026-0034, 2026-0035 and 2026-0036).
